University of Nebraska System President Ted Carter announced today that NU’s has been awarded a new five-year, $92 million contract through the U.S. Strategic Command to continue its leading research in national security and defense.
This is the third contract awarded to NSRI since the system-wide institute was established in 2012 to perform exclusive research to meet the needs of USSTRATCOM and the Department of Defense. In 2018, NSRI’s initial $84 million contract was renewed with a $92 million contract – a ceiling that faculty from across the campuses and NSRI scientists reached in just 18 months, paving the way for a subsequent renewal that will further expand the university’s work in protecting the United States and its allies from those who would do harm.
In total, NSRI has received $298 million in research contract awards over the past eight years, with university faculty and NSRI researchers delivering on 110 contracts for national defense partners across the country.
“This is a monumental achievement for the world-leading faculty, staff and students of the University of Nebraska, the entire team at NSRI, and the people of our state,” said Carter, a retired vice admiral in the U.S. Navy who most recently served as superintendent of his alma mater, the U.S. Naval Academy.

The University of Nebraska remains one of only 14 University Affiliated Research Centers in the country to have an exclusive research partnership with the Department of Defense and is the only one sponsored by a unified combatant command. The Massachusetts Institute of Technology, Penn State, Georgia Tech and Johns Hopkins University are among other elite institutions to have a UARC designation.

Recent highlights of NU and NSRI’s work include:
- to understand whether passengers infected with COVID-19 could be transported on various planes without infecting crew members. NSRI scientists with DoD personnel tested seven types of aircraft in seven days. The threat of warfighters sick with COVID-19 and stranded in far-off places was a mission-critical threat.
- . Under the partnership, University of Nebraska-Lincoln and University of Nebraska Medical Center faculty, along with federal and pharmaceutical industry partners, are working on a drug discovery and development pipeline to help advance critically needed drugs. Recent efforts have focused on the development of therapeutic antibodies that could be used to treat COVID-19 patients.
- . Led by the University of Nebraska at Omaha, the research aims to determine how deterrence should be adapted to the emerging security challenges of the day. NSRI facilitated the contract with NATO that has made the research possible. The research grant also opens opportunities for students to participate in real-world deterrence scenarios.
- . Traumatic lung injury often leads to death, particularly on the battlefield, since the body relies on the lungs to provide oxygen. UNMC, UNL and University of Colorado-Boulder researchers developed and validated a patented, life-saving solution using oxygenated microbubbles to bypass damaged lung tissue and release oxygen into the abdomen. The microbubbles technology could increase the survival of injured warfighters in low-resource environments and victims of mass casualty events.
- NSRI is a partner of the , a $36.5 million, federally funded U.S. Department of Homeland Security Center of Excellence based at UNO. UNO was chosen as the headquarters for NCITE after a highly competitive national selection process, based on its leadership in counterterrorism research.
- . UNMC has unique experience in the transport and treatment of patients with highly infectious diseases. Together with Indiana University and the U.S. Air Force, UNMC and NSRI developed training and protocols to successfully validate and prepare the TIS for use.
- . NSRI’s All-Hazards Response Team provides courses to National Guard Civil Support Teams, law enforcement and HAZMAT team members across the country. In 2019 alone, more than 4,000 participants learned how to identify chemical, biological, radiological, nuclear or high-yield explosive weapons, assess consequences and advise civil authorities on response measures.
- The Nebraska College of Law teamed up with USSTRATCOM for a at Offutt Air Force Base. The conference brought together active military and civilian attendees to discuss “Law and Global Warfighting: The Challenges in 21st-Century Practice.”

NSRI has specifically focused on bolstering its nuclear expertise, bringing on nuclear strategist , whose extensive experience and network has led NSRI to participate in time-sensitive research on future arms control options at the highest levels of government.
NSRI has also executed on significant projects specifically for USSTRATCOM, including cybersecurity architecture updates and enhanced consequence assessment. The institute funded multiple NU students to support USSTRATCOM through collaborative research organizations and governance models that could support their nuclear enterprise research requirements.
Additionally, in 2018, NSRI brought on Dr. Joshua Santarpia, UNMC associate professor of microbiology and pathology, who serves as NSRI research director for the chem/bio program. Santarpia has led the charge for a number of the university’s efforts to mitigate the risk of COVID-19 to warfighters and the public.
